Executive Summary: The purpose of this report is to facilitate a Public Hearing on the proposed FY 2019/20 – 2023/24 Capital Improvement Program (CIP) and to receive feedback from the community and City Council on the CIP.

BACKGROUND: The scope of the City’s CIP is focused on investments to maintain and improve the City’s infrastructure related to transportation, parks, buildings and public facilities.  On May 21, 2019, staff presented to the City Council the proposed 5-year CIP, with a full list of proposed projects.  

 

DISCUSSION/ANALYSIS: Attached is the five-year CIP plan, with details specifying individual funds proposed to be appropriated to each project and project detail.

 

Following this public hearing, the City Council will consider formal adoption of the FY 2019/20 – 2023/24 CIP at a second public hearing scheduled for June 11, 2019.

 

FISCAL IMPACT: The proposed Capital Improvement Program for FY 2019/20 – 2023/24 programs over $220 million in projects over the five-year life of the plan. Approximately

$117 million will be appropriated in FY 2019/20 – 2020/21. Adoption of the CIP, at the second public hearing, will appropriate funds for Fiscal Years 2019/20 and 2020/21.

 

ENVIRONMENTAL REVIEW:  The adoption of this five-year Capital Improvement Plan itself is not a project as defined by the California Environmental Quality Act (CEQA) and environmental review is not required for its adoption. The CIP is a planning tool used to identify future capital projects, anticipated time for implementation and funding sources.

 

Adoption of the CIP does not commit the City to undertake any particular project, and thus, in itself will not cause any physical changes in the environment. Appropriate environmental review will be conducted upon further development and implementation of the various projects.

1.              Hold a public hearing.

2.              Receive information about and consider all capital improvement projects proposed for the Five-Year FY 2019/20 – 2023/24 CIP.

3.              Provide direction as needed on the FY 2019/20 – 2023/24 proposed CIP, for consideration on June 11, 2019.
