Executive Summary:  The purpose of this report is to notify City Council of the administrative actions taken by the City Manager or his designee during the Council recess of July 17, 2019 through September 2, 2019.

BACKGROUND:  On July 16, 2019, the City Council adopted Resolution No. 2019-37 authorizing the City Manager or designee to approve administrative matters specified in the resolution during the legislative recess period. All of the contract awards were at or below the budgeted amount and engineers’ estimated amounts, which are shown below. Following is the status of items specified in Resolution No. 2019-37:

 

1.              Title:              Approval of Service Agreement with Safe Alternatives to Violent Environments

              Name of Contracting Party:              Safe Alternatives to Violent Environments

              Budgeted Amount:              $225,000

              Action Taken:              The City Manager executed an agreement with Safe Alternatives to Violent Environments to provide services to survivors experiencing domestic violence by conducting outreach, safety planning, assistance in obtaining temporary restraining orders, providing access to shelter and other emergency services, and peer counseling. The agreement is effective July 1, 2019 and will end June 30, 2024. The compensation shall not exceed $45,000 per year and $225,000 for the five-year agreement.

 

 

2.              Title:              Lease Agreement with Local Ecology & Agricultural Fremont (LEAF) for Use of a Portion of the California Nursery Historical Park

3.              Title:              City of Fremont Maintenance Center Storage Warehouse PWC8990

              Budgeted Amount:              $1,700,000

              Action Taken:              One bid was received for this project and was beyond the budget projected. Staff will be submitting a staff report, to reject the only bid received, at a future City Council meeting.

 

 

4.              Title:              Approval of Social Service Grant Agreements with Abode Services

              Budgeted Amount:               $150,000

              Action Taken:              The City Manager executed an agreement with Abode Services to provide emergency shelter and services for homeless individuals and families with children at Sunrise Village, in the amount of $150,000, effective July 1, 2019 through June 30, 2020.

 

 

5.              Title:              Approval of Social Service Grant Agreements with Tri-City Volunteers

              Action Taken:              The City Manager executed an agreement with Tri-City Volunteers, in the amount of $101,474, effective July 1, 2019 through June 30, 2020.

 

 

6.              Title:              Approval of Agreement with City of Union City

              Action Taken:              The City Manager executed an agreement with the City of Union City to accept funds to expand the City of Fremont’s Stay Housed Program to serve eligible households in Union City.

 

 

7.              Title:              Afghan Elderly Association Health Promoter Program
